The American Ambassador presents his compliments

to His Majesty's Secretary of State for Foreign Affairs,

and has the honour to enclose herewith, for his considera-

tion, a copy of a letter from the American Consul at

Antwerp, together with its enclosures, in regard to the

desire of Mr. Ingenohl, a Belgian subject, to ship to

Hong Kong five (5) cases of labels of German origin for

cigar boxes which have been detained at RotterdaĽ.
